The results of the survey reveal that the evolution of the multisector workforce is having a profound impact on the federal work environment.  Federal managers are facing considerable challenges in modernizing processes and managing efficiently to maximize human capital and achieve federal missions.

Meeting these challenges is complicated by the unique nature of the multisector workforce -- often comprising civil servants, uniformed personnel and contractors; hourly and salaried employees; and full- and part-time workers.  In an effort to better understand these challenges, the Government Business Council and Kronos teamed up to sponsor a survey of more than 125 federal managers on key issues surrounding the multisector workforce and workforce management in the federal government.
