The results of this study reveal the challenges agencies face as they try to implement best practices in risk management and compliance. Although awareness of efforts to manage risk and compliance is high in the federal government, responsibility is shared between program management, finance, IT, and senior executives. This distribution of responsibility across agencies leads to fragmentation of efforts and a multitude of challenges.
