For our first dialogue, we've selected the topic of cybersecurity. Federal agencies are locked in a constant struggle against intruders into government information systems. Sen. Tom Carper, D-Del., has said they are "fighting this battle with one hand tied behind their back because they lack the tools and resources" to get the job done. He has backed legislation to put a civilian agency in charge of cybersecurity and give the government new power to protect computer networks.
