President Clinton by the end of this week will make "big picture decisions" about the composition of the budget he will submit in February to Congress, White House Press Secretary Michael McCurry said today.
Clinton plans to meet today and Friday with Cabinet members and Office of Management and Budget officials about some of those budget decisions, McCurry said. OMB officials, acting on the president's decisions, will begin putting the final budget together in January.
