Internal IRS inspection unit faulted
Internal guardians at the IRS Service lack independence from agency managers and could do a better job of reviewing employee complaints, a report to the IRS commissioner says. The author of the report, Charles Bowsher, former head of the General Accounting Office, said members of the IRS Inspection Service should report their findings without consulting with IRS management.
