John Sepulveda was sworn in last week as deputy director of the Office of Personnel Management. Sepulveda is the first Hispanic to hold the number two post at OPM. Previously, he served as director of the Federal Housing Administration's office of insured health care facilities.

Patricia T. Montoya is the new commissioner of the Administration on Children, Youth and Families in the Department of Health and Human Services. Montoya served as the regional director of the HHS office in Dallas since 1994.

David Michaels was sworn in last week as the Energy Department's assistant secretary for environment, safety and health. An epidemiologist with more than 20 years of experience in public health, Michaels has overseen and consulted on large projects aimed at protecting workers from health and safety hazards.

Ronald J. Duddleston, executive director of the Naval Supply Systems Command in Mechanicsburg, Pa., is retiring at the end of this month after a 34-year federal career. Duddleston served in a variety of executive positions in the Navy since his appointment to the Senior Executive Service in 1982. Duddleston will be succeeded by Larry Glasco, who currently serves as assistant deputy commander for fleet logistics support.

Richard J. (Jack) Hunt is retiring as chief of the FBI's criminal intelligence, criminal investigative division. Hunt has accepted a job with GTE Internetworking as director, Federal Law Enforcement, Federal Network Systems. Hunt spent 26 years with the FBI, helping set up the FBI's criminal intelligence network and interagency drug intelligence task forces in 16 locations throughout the United States.

Mark Boster, deputy chief information officer at the Justice Department, is leaving the post in February. He has not yet announced his future plans.
