The Small Business Administration has appointed Michael D. Schattman as general counsel. From 1983 to 1992, Schattman served as district judge for the 348th Judicial District of Texas. Schattman succeeds John T. Spotila, who was recently nominated by President Clinton to be administrator of the Office of Information and Regulatory Affairs in the Office of Management and Budget.

Lawrence Rogers will serve as acting inspector general for tax administration at the IRS, a new position created by this year's IRS reform bill. Rogers, currently senior advisor to the assistant secretary for management and CFO at the Treasury Department, will be responsible for setting up the new IRS oversight office, which will report to the Secretary of the Treasury. Rogers served as director of the Office of Worker's Compensation Programs at the Labor Department from 1988 to 1994.

Carl Staton has been selected as director of the National Weather Service's central operations, located in Camp Springs, Md. Staton moves over to NWS after nearly 20 years with the National Environmental Satellite Data and Information Service, another division of the National Oceanic and Atmospheric Administration.

Agency for International Development Director J. Brian Atwood is President Clinton's likely choice as ambassador to Brazil. Atwood has been AID's chief since 1993, before which he headed the National Democratic Institute for International Affairs.

Myron H. Kerner, communications manager for the National Weather Service's Pacific Region, is retiring after 58 years of federal service. Kerner began working for the U.S. Weather Bureau in 1940 at a starting salary of $1,440 a year. Kerner plans to remain in Honolulu, where he has lived for 34 years. Terry Ganzel, previously the information technology manager for the National Weather Service Central Region in Kansas City, will fill Kerner's shoes.

James Thessin, deputy legal advisor for the State Department, is the government's top ethics officer this year. The Office of Government Ethics, an independent agency that oversees ethics issues, honored Thessin with this year's Distinguished Government Award. The award goes to the government ethics official who successfully manages a strong ethics program in his or her agency and contributes to governmentwide ethics policy development.

Dr. Thomas G. Giallorenzi, superintendent of the Naval Research Laboratory's optical sciences division, has been awarded the Roger L. Easton Award for Excellence in Engineering Achievement. The award is the highest civilian award at the lab for engineering achievement. The award citation calls Giallorenzi "the principal leader for the development and use of fiber-optics in DoD."
