As tempting as it was to play an April Fool's Day prank about how President Clinton agreed to a 14 percent pay raise next year, or Congress authorized $100,000 buyouts, or the powers-that-be actually did something about the penalty on early retirements, Pay and Benefits Watch is instead taking advantage of Congress' spring break to review the major pay and benefits bills that have been introduced this year.
