Comings and Goings: OMB to get new deputy

President Clinton plans to nominate Sally Katzen to serve as deputy director for management at the Office of Management and Budget, The Washington Post reported Sunday. Katzen, currently deputy director of the National Economic Council, was previously head of OMB's Office of Information and Regulatory Affairs. She would succeed G. Edward DeSeve, who resigned in March.

Thomas Constantine, director of the Drug Enforcement Administration, has announced his retirement after 39 years in law enforcement. Constantine served as director at DEA for five years. He plans to leave the agency in early July to teach in New York, where he will be closer to his children and grandchildren.

Thomas R. Bloom has been selected as director of the Defense Finance and Accounting Service. He is the former chief financial officer for the General Services Administration.In his new position, Bloom will oversee the day-to-day accounting and finance activities of the Department of Defense. DFAS processes 9.8 million payments to DoD personnel per month. Bloom will be replaced at GSA by William Early, who has served as GSA's director of budget for twenty years and has been deputy CFO since 1998.

The Flight Standards Service at the Federal Aviation Administration has a new deputy director: Ava L. Mims. She will lead a team of more than 4,500 safety inspectors to oversee regulatory compliance. Mims has nearly 20 years of aviation experience.

Also at FAA, Ronald T. Wojnar has been named deputy director of the Aircraft Certification Service. Wojnar will oversee a staff of 1,000 engineers and inspectors who establish standards for the design, testing and production of civil aircraft and aircraft components. He will begin his new position in July.

Richard S. Carnell is leaving the Treasury Department to accept a professorship at Fordham University law school in New York City. Carnell joined the agency in 1993 as assistant secretary for financial institutions. He served as an advisor to outgoing treasury secretary Robert E. Rubin on banking issues. Gregory A. Baer, Carnell's assistant, is likely to succeed him.

Catherine Dodd has been appointed regional director of the Department of Health and Human Services for Region IX, which includes Arizona, Nevada, California and Hawaii. Dodd succeeds Grantland Johnson, who took a new position as secretary for health and human services for California. In her new position, Dodd serves as one of 10 regional directors of HHS and will work with state and local officials on health and social service issues.

In military moves, the President has nominated Air Force Maj. Gen. Charles R. Holland to be vice commander of U.S. Air Forces in Europe at Ramstein Air Base, Germany. Holland currently is commander of the Air Force Special Operations Command at Hurlburt Field, Fla. Meanwhile, Lt. Gen. David L. Vesely, assistant vice chief of staff of the Air Force in Washington is retiring effective Oct. 1.

Twelve Air Force Senior Executive Service members have been awarded the Presidential Rank of Meritorious Executive for 1998, one of the SES's highest distinctions. The winners are:

  • Roger M. Blanchard, first executive director of the Air Force Personnel Center.
  • Daniel Stewart, executive director of the Air Force Development Test Center.
  • John M. Gilligan, Air Force program executive officer for battle management and command and control. Gilligan is now with the Energy Department of Energy.
  • James R. Speer, deputy assistant auditor general for operations.
  • Ronald L. Orr, assistant deputy chief of staff for installations and logistics.
  • Florence Watson Madden, deputy general counsel for military affairs, who retired in 1998.
  • Theodore M. Hardebeck, associate director for strategic planning.
  • Alan B. Goldstayn, Air Force Materiel Command.
  • Brendan B. Godfrey, director of the Armstrong Library.
  • Donald C. Daniel, executive director of the Air Force Research Laboratory.
  • Frank J. Colson, associate director for civil aviation. Awarded posthumously.
  • James C. Barone, Sacramento Air Logistics Center.
