Comings and Goings: Round two for Joint Chiefs chair

Gen. Henry H. Shelton has been nominated to serve another two years as chairman of the Joint Chiefs of Staff. Shelton has served as the principal military advisor to the President and Secretary of Defense for the past 20 months.
President Clinton also announced a series of other military nominations last week, including:
- Army Maj. Gen. Charles S. Mahan Jr. to be deputy chief of staff for logistics for the Army. Mahan currently serves as commanding general of the 21st Theater Army Area Command in Germany.
- Marine Corps Lt. Gen. Frank Libutti to be commander of U.S. Marine Forces Pacific, commanding general of the Fleet Marine Forces Pacific and commander of the Marine Corps Bases Pacific. Libutti is currently commanding general of the Third Marine Expeditionary Force and commander of Marine Corps bases in Japan. He will replace Marine Corps Lt. Gen. Carlton W. Fulford Jr..
- Navy Vice Adm. Vern E. Clark has been nominated to be commander of the U.S. Atlantic Fleet in Norfolk, Va. Clark is currently serving as director of the Joint Staff at the Pentagon.
Stuart Eizenstat, a top economic affairs aide at the State Department, is moving on to the number two slot at the Treasury Department. Eizenstat will replace Deputy Secretary Larry Summers, who is succeeding outgoing Treasury Secretary Robert Rubin. In addition to his service at State, Eizenstat has been under secretary of Commerce for international trade and U.S. ambassador to the European Union.
Lorraine Payton has been selected as Region Four national vice president of the National Federation of Federal Employees. The seat was vacated by Thomas Ray, who has been elected NFFE's national secretary-treasurer. Payton has been an active member of the union for ten years.
Kudos to Census Bureau Regional Director Arthur G. Dukakis, winner of the Greater Boston Federal Executive Board's first lifetime achievement award. Dukakis was honored for his leadership of five regional censuses. Other 1999 Excellence in Government Awards Winners included:
- Distinguished Federal Manager: Karen Cleaves, Defense Contract Management District East
- Distinguished Federal Executive: Diane P. LeBlanc, National Archives and Records Administration
- Professional Employee of the Year: Joe Carroll, Department of Labor
In other awards, the Agriculture Department was recognized by NISH, a non-profit group that promotes employment for people with severe disabilities, for its support of a program that awards government contracts to people with disabilities. NISH also recognized the Marine Corps Systems Command for its efforts to develop product contracts for the disabled. The Great Lakes Naval Training Center was honored as a top local installation for partnering with Goodwill Industries to employ disabled people under a laundry operations contract.
