Comings and Goings: Navy unit shuffles the deck

Peter F. Brown is the new executive director and senior civilian at the Naval Sea Systems Command (NAVSEA). Formerly the executive director and acting deputy commander for NAVSEA's Logistics, Maintenance and Industrial Operations Directorate, Brown replaces Paul Schneider, who assumed the position of principal deputy assistant secretary of the Navy for research, development and acquisition. Brown also retains responsibility as NAVSEA's Chief Information Officer.
Other senior management movers and shakers at NAVSEA include Robert Draim, executive director, engineering directorate, who moves to the logistics, maintenance and industrial operations directorate as executive director and acting deputy commander. Gregg Hagedorn, director of the machinery in-service engineering directorate at the Naval Surface Warfare Center Carderock division, becomes the executive director of the NAVSEA Engineering Directorate.
Maria Matthews has been named deputy administrator of the Agriculture Department's Office of Community Development, which oversees aid being delivered to poverty-stricken areas that receive special financial and technical assistance from USDA to attract new businesses and create jobs. Matthews most recently served as economic and community development director for Imperial County, Calif. She is vice chairwoman of the Border Trade Alliance and co-chairwoman of the Southwest Border Regional Partnership.
Also at USDA, Richard Fritz has been named general sales manager of the Foreign Agricultural Service. Fritz replaces Christopher E. Goldthwait,who was recently confirmed as U.S. ambassador to the Republic of Chad. In his new position, Fritz will be responsible for administering USDA's export credit, export enhancement, dairy export incentive, and emerging market programs. Prior to this appointment, Fritz was administrator of the Oregon Wheat Commission and once was a staff member of the House Committee on Agriculture.
The Office of Management and Budget has made two appointments to the Cost Accounting Standards Board. Nelson F. Gibbs was selected to be Executive Director of the board. The new position was created in the Office of Federal Procurement Policy at OMB. In this role, Gibbs will be responsible for the board that amends cost accounting standards for government contracts. He joins OMB from Northrop Grumman Corporation.
OMB also chose William Romenius, assistant controller at The Boeing Company, in Seattle, Wash., to be the industry representative for the Cost Accounting Standards Board. His term runs through January 20, 2001.
Kudos to six labor-management teams who were recently selected as recipients of the 1999 John N. Sturdivant National Partnership Award for improving government service and saving money. The six winning teams are:

- IRS North Central District/National Treasury Employees Union

- Department of Veterans Affairs Regional Office, Waco, Texas/American Federation of Government Employees
