Two bills signed by President Clinton in the past week-the 2000 Treasury-Postal appropriations bill and the 2000 National Defense Authorization bill-provided the most legislative excitement Pay and Benefits Watch has seen all year. In coming weeks, this column will focus in on some of the major changes in those bills, including the 2000 pay raise, early outs, liability insurance, TSP participation and dual compensation.
This week, here's a look at where all the bills on the Hill stand.
