People: A sea change at SEA

The Senior Executives Association has elected five new officers and five new board members to serve two and three-year terms, respectively. The new officers are:

  • Chair: John Euler, deputy director, Torts Branch Civilian Division, Justice Department
  • Vice chair: Nancy Flynn, director, Office of Planning and Analysis, Wage and Hour Division, Labor Department
  • Secretary: Peter Murphy, counsel for the commandant, U.S. Marine Corps
  • SEA treasurer: Timothy Dirks, deputy assistant secretary for human resources, Energy Department
  • Professional development league treasurer: Eleanor Roberts Lewis, chief counsel for international counsel, Commerce Department
  • John E. Binnion II, assistant commissioner, Internal Revenue Service
  • William Brown Sr., deputy director for military programs, Army Corps of Engineers
  • Kathleen Buto, deputy director, Center for Health Plans and Providers, Health Care Financing Administration
  • Peter Henry, director, Black Hills Health Care System, Veterans Affairs Department
  • Marylouise M. Uhlig, director, Program Management Operations, Office of Prevention, Pesticides and Toxic Substances, Environmental Protection Agency

The Defense Commissary Agency has said so long to Arthur J. Coleman Jr., the agency's comptroller since April. Coleman has been appointed to the Senior Executive Service as director of program analysis and financial management at the U.S. Transportation Command at Scott Air Force Base, Ill. Clarence Spradley will serve as acting comptrollerat DeCA.

Congratulations to Elmer B. Staats, who was recently honored for his contributions to public service at the 60th anniversary celebration of the American Society for Public Administration, which the long-time public servant helped found in 1939. Staats completed his 15-year term as Comptroller General of the United States in 1981. Before that, he was deputy director of the budget under Presidents Truman, Eisenhower, Kennedy and Johnson. ASPA has established a lifetime achievement award for public service in honor of Staats.

Kudos to Dr. Fred E. Saalfeld, executive and technical director of the Office of Naval Research. Saalfeld was recently awarded the Defense Department's highest honor for civilian employees, the distinguished civilian service award. During his 37-year tenure with the Navy, Saalfeld has contributed to the successful development and growth of the agency's science and technology program.

Jonathan Klem, a well-known face in federal technology circles, has moved from PeopleSoft Federal Inc. to join Gelco Information Network. Klem will take over as senior vice president and general manager at Gelco, the company best know for its federal travel management software.
