President Clinton Tuesday issued an executive order granting a 3.8 percent across-the-board pay increase to federal employees, managers and senior executives. Locality pay increases for employees will average an additional 1 percent.
The new pay rates, available here on GovExec.com, will take effect the first day of the first pay period on or after Jan. 1.
The 3.8 percent across-the-board increase applies to all federal employees paid under the General Schedule and the Foreign Service Schedule, as well as members of the Senior Executive Service at levels ES-1 through ES-3. Because of a cap on SES pay, ES-4 level executives will receive a 3.6 percent increase in base pay while executives at ES-5 and ES-6 will receive a 3.4 percent base pay increase.
Congress voted an average 4.8 percent average pay increase for federal employees in 2000 last month. Since then, civil servants have been awaiting Clinton's decision on how he would allocate that increase between an across-the-board increase and locality pay.
Many federal employees expected Clinton's decision by the end of November, but there is no statutory requirement that the pay decision be made by any given date, an Office of Management and Budget spokesman said. The spokesman said there was no delay in the pay tables this year.
Locality pay increases are divided among 32 metropolitan areas around the country. Federal employees who work outside one of the designated metropolitan areas fall under the "Rest of the United States" designation for the purposes of locality pay.
