The National Security Agency has hired an outside expert to take a crack at unscrambling its finances. Beverly Wright, former chief financial officer of Legg Mason Wood Walker Inc., leaves the private sector to join the intelligence agency as chief financial manager. Wright's expertise-uncovering and decoding financial challenges-is a good fit for the cryptological agency.

Stephen J. Morrissey, a former Transportation Department aide, has moved to United Air Lines as a manager of public affairs for the East region in the company's Washington office. Morrissey had worked at Transportation since 1993 and most recently served as an advisor to General Counsel Nancy E. McFadden.

Postmaster General William Henderson has named John Nolan to be the second-ranking executive at the U.S. Postal Service. Nolan takes over in February as the deputy postmaster general. He has 19 years of experience with the Postal Service, last serving as postmaster and general manager of the world's largest post office, in New York City.

Rachel Van Wingen, a former Environmental Protection Agency employee, has joined TOWER Software as a senior information consultant. Van Wingen spent 12 years at the EPA, most recently with the national records management program. At TOWER, she will analyze client records management requirements.

The head of the Drug Enforcement Administration's Washington, D.C. region, Pete Gruden, has retired from the world of fighting drugs and crime. Gruden, a 10-year veteran of DEA, spent his career breaking up gangs, crack epidemics and drug related violence in the D.C. region.

Tanya J. Gibson has left the Air Force Media Training Branch to join the media crisis division of Shandwick Public Affairs as a group director. Shandwick provides media consulting and media training.
