The Clinton administration will focus on 24 areas of federal management that need improvement in 2001, according to the President's 2001 budget proposal.
Every year, the administration identifies the top management priorities for the Office of Management and Budget and federal agencies. Four of this year's priority objectives are new.
The administration removed four objectives from last year, including solving the year 2000 computer problem, which the budget described as "the single largest technology management challenge in history." Last year's goal to "better manage real property" was also removed, since the General Services Administration developed a legislative proposal to allow agencies to keep some of the money they generate by selling unneeded property for other capital investments. Another goal, "improve management of the decennial census," was also met last year, the administration said. The fourth objective, "use competition to improve operations," has been merged into the objective to "revolutionize DoD business affairs."
The four new management objectives are: "Use capital planning and investment control to better manage information technology," "Streamline and simplify federal grants management," "Align human resources to support agency goals," and, "Capitalize on federal energy efficiency."
