The Forest Service recently announced the selection of three top agency officials: Sally Collins has been named associate deputy chief for natural resources, Gloria Manning has accepted the position of associate deputy chief of business operations, and Joel Holtrop is the new director of wildlife, fish, and rare plant watershed and air management. Collins formerly served as forest supervisor at the Deschutes National Forest. Manning has held a number of positions at the Forest Service, including assistant director in the agency's Office of State and Private Forestry. Holtrop has served in the Forest Service for more than 20 years, most recently as deputy director of range management.
President Clinton has appointed Donald S. Wasserman to chair the Federal Labor Relations Authority. Wasserman, who has been a member of FLRA since 1996, replaces Phyllis N. Segal. The FLRA administers the labor-management relations program for nearly 2 million federal employees.
Joanne Piper Arnette is joining the Defense Logistics Agency in a newly created position: director of information operations. Arnette, a 21-year government veteran, is leaving her position as deputy director for information and technology and deputy chief information officer for the Defense Finance and Accounting Service.
Michael J. Lyle has been named director of the White House Office of Administration. Prior to his new role, Lyle served as general counsel in the same office. Brendan Daly is leaving the Peace Corps to handle press for U.S. Trade Representative Charlene Barshefsky. Daly spent four years as press director at the agency.
Suzanne Medvidovich has been named vice president of area operations for the Postal Service's Midwest region. She has served in this role in an acting capacity since November 1999. Medvidovich last served as vice president of diversity at Postal Service headquarters.
David Watts, a member of the Senior Executive Service at the Interior Department, has been named assistant to the solicitor for Everglades and special projects. Watts has been at the Solicitor's Office since 1963 and has served as deputy associate solicitor for parks and wildlife since 1992.
Rep. Floyd Spence, Chairman of the House Armed Services Committee, has announced that Andrew K. Ellis, the committee's staff director, is leaving in March to take a position with the Boeing Co. Ellis joined the committee staff in 1987, was appointed minority staff director in 1990 and staff director in 1995.
