SUBJECT: Update on PBS A-76 Streamlined Competitions
During the past Fiscal Year, PBS initiated 30 competitive sourcing competitions involving 169 positions at GSA. This was a lengthy, complex and formidable undertaking and I would like to express my thanks to the many, many GSA associates who participated in this project in Central Office and in every Regional Office. The planning, training, implementation and participation in these competitions by PBS and other GSA associates were of great value to GSA and the American people. Of the 30 competitions, 28 have been completed. I would like to share with you the results of these competitions. Ten competitions found that our customers and the American taxpayers will be best served by continuing the efficient and effective service provided by GSA associates. Although our associates delivered very good service in these areas, we discovered after very careful study that private contractors could deliver comparable service at a much lower cost. Many of our associates performing these functions were able to obtain employment opportunities with the contractors selected. We accomplished that in a thoroughly researched and effective manner, retaining those functions that the government sector performs best and providing a mechanism to determine which are best performed by the private sector.
