Memo on GSA Reorganization

MEMORANDUM FOR ALL GSA ASSOCIATES

SUBJECT: REORGANIZATION OF FEDERAL TECHNOLOGY SERVICE AND FEDERAL SUPPLY SERVICE
The purpose of this memo is to provide all GSA associates with an update on the status of the subject of reorganizing the Federal Technology Service and the Federal Supply Service. This important subject is under management review, and we will keep all associates informed as we proceed.
The objective is to strengthen the capability of GSA's business lines to meet increasing customer requirements for excellent acquisition services, make it easier for industry contractors to interface with our acquisition processes, and enhance the efficiency of GSA's administrative support functions by reorganizing and combining certain activities that are now performed in separate units.
Following recent discussions with the GSA Executive Management Team, I have directed the establishment of an FTS/FSS Reorganization Steering Team, which has begun to document the scope of work and to identify areas of opportunity. The members are:

G. Martin Wagner, Associate Administrator, Office of Governmentwide Policy
Michael Carleton, Chief Information Officer
Susan G. Marshall, Senior Policy Advisor and Associate Administrator, Office of Performance Improvement
Next, several Task Force Teams will be established to conduct more detailed reviews of the opportunities for combining the operation of functions, such as: 1) the General Supply Fund and the Information Technology Fund; 2) certain components of GSA's financial management processes; 3) certain components of GSA's information technology processes; 4) FTS and FSS acquisition services for customers acquiring telecommunications and IT solutions, products and services, professional services and other products and services; and 5) other functions to be determined. The Task Force Teams will expeditiously gather information, apply their own knowledge, consult with associates of the areas involved, and obtain the assistance of outside experts to complete the review of each area of opportunity identified and develop a specific implementation plan.
The Steering Team and the Task Force Teams will work together to develop a complete reorganization plan for all FTS and FSS business lines and administrative functions no later than July 2005. In order to enable timely implementation of the plan, we will use a "phased" approach. That is, after the overall reorganization plan is far enough along, we will develop implementation plans for specific areas and begin the implementation in each area as its plan is finalized.
This work is a critically important part of GSA's ongoing effort to achieve high performance and continuous improvement in providing "best value" acquisition services in order to continue being the provider of choice for our federal customers. This will be a difficult undertaking, and success will depend upon our collaborative efforts.
