New Orleans: Limited Protection

Would the levees rebuilt by the federal government in New Orleans protect the city from another Katrina-level storm? The short answer is no, the Washington Post reports today. And it doesn't seem likely that Congress and the Bush administration will pony up the billions of dollars it will take to provide the city with protection from a Category 5 hurricane.
