Stimulus Checklist: Part II

Deconstructing the detailed Office of Management and Budget memoranda on implementing the stimulus is no picnic, particularly since OMB has published two updates since releasing its initial guidance in February. The most recent, dated June 22, describes the new reporting requirements accompanying Section 1512 of the Recovery Act. These requirements apply to recipients of federal funding through grants, loans and cooperative agreements. In theory, the data submitted will give the public unprecedented access to federal spending information through Recovery.gov .

As a follow-up to our initial checklist, we've distilled the major requirements for the next three months, organized by deadline. The first reports on recipient spending are due in early October.

August 2009
			Aug. 4: Weekly spending report is due, covering activity through July 31. Details on what should go in weekly reports are available in Section 2.4 of OMB's April 3 stimulus guidance .
			Aug. 11: Weekly spending report is due, covering activity through Aug. 7.
			Aug. 18: Weekly spending report is due, covering activity through Aug. 14.
			Aug. 25: Weekly spending report is due, covering activity through Aug. 21.
			Aug. 26: Registration for FederalReporting.gov will be available. OMB encourages federal agencies, prime award recipients and delegated subrecipients to register promptly.
September 2009
			Sept. 1: Weekly spending report is due, covering activity through Aug. 28.
			Sept. 8: Weekly spending report is due, covering activity through Sept. 4.
			Sept. 15: Weekly spending report is due, covering activity through Sept. 11.
			Sept. 22: Weekly spending report is due, covering activity through Sept. 18.
			Sept. 29: Weekly spending report is due, covering activity through Sept. 25.
			Sept. 30: All single audit reports filed with the Federal Audit Clearinghouse will be made publicly available online.
October 2009
			Oct. 1: Section 1512 reporting begins.
			Oct. 6: Weekly spending report is due, covering activity through Oct. 2.
			Oct. 10: Prime Recovery Act funding recipients must enter first quarterly report through FederalReporting.gov . Cumulative data will cover all funds spent between Feb. 17 and Sept. 30. More details on specific data elements to be included are available in Section 2.3 of OMB's June 22 guidance .
			Oct. 13: Weekly spending report is due, covering activity through Oct. 9.
			Oct. 20: Weekly spending report is due, covering activity through Oct. 16.
			Oct. 21: Prime recipients must complete a data quality review on submitted information prior to the agency comment period. More details are available in Section 4 of OMB's June 22 guidance .
			Oct. 27: Weekly spending report is due, covering activity through Oct. 23.
			Oct. 29: Submitter of prime recipient data must complete data corrections requested by agency review.
			Oct. 30: Detailed recipient reports are made available to the public on Recovery.gov .
