Crisis situations, such as natural disasters or widespread health emergencies, can create significant difficulties for those seeking to procure much needed equipment and supplies. The COVID-19 pandemic, in particular, has illustrated several vulnerabilities of supply chains that, if left unchecked, can resurface amidst future emergencies. For example, in need of critical equipment during COVID-19, government agencies experienced procurement bottlenecks inhibiting the delivery of supplies to essential workers and constituents.
