Agencies are free to acquire seat management services from any vendor, but GSA and NASA have pre-qualified teams of vendors and established a process for providing services to any federal agency. GSA is coordinating other agencies' use of the Outsourcing Desktop Initiative for NASA (ODIN) contracts.

Most of the seat management activity outside NASA is expected to develop through seat management contracts GSA awarded in July. To the surprise of many, some of the biggest names in outsourcing, such as Electronic Data Systems Corp. and Computer Sciences Corp., did not win GSA contracts. One such company, Boeing Co.'s Information Services unit, protested its exclusion, saying GSA misled bidders about the selection criteria. A GSA official sustained the protest in August, but the program was allowed to continue pending a GSA response to the decision.

Eight prime contractors for the GSA program will bid on task orders issued by agencies: DynCorp.'s TechServ affiliate, Reston, Va.; EER Systems Inc., a small business in Seabrook, Md.; FDC Technologies Inc., Bethesda, Md.; IBM Corp.'s Global Government Industry unit, Bethesda, Md.; Litton PRC Inc., McLean, Va.; MultiMax Inc., a small disadvantaged business in Largo, Md.; Science Applications International Corp., San Diego; and Wang Government Services Inc., McLean, Va.

ODIN prime contractors are Boeing Information Services, DynCorp TechServe, FDC Technologies and Wang, plus CSC, OAO Corp. and RMS Information Systems Inc. of Lanham, Md.
