Linda Jacobs Washington is the Transportation Department's deputy assistant secretary for administration and its acting chief human capital officer.

She manages the delivery of centralized services to Transportation's 10 operating administrations and is responsible for ensuring a culture of continuous improvement in human resources, security, procurement and grant management. Washington also has been in charge of planning for Transportation's 2006 move to a new headquarters building at the Anacostia Waterfront.

Washington joined Transportation in May 2003 after nine years at the Library of Congress. She was the library's director of integrated support services, managing contracts and logistics, printing and mail operations, health and safety services, and facilities operations. She doubled as the library's designated safety and health officer and emergency manager during the Sept. 11 crisis and the anthrax emergencies in 2001.

Washington developed the Library of Congress Internal University to provide training and education programs for more than 4,000 employees with the goal of improving the library's productivity, performance and service to Congress and the American public. She also implemented a librarywide leadership training program designed to empower staff to work together to achieve common goals.

She spent 12 years in various sales and marketing positions at Xerox Corp. in the 1980s and early 1990s, garnering several awards for excellence.

Recently, Washington was appointed to the board of directors of the Agriculture Department's graduate school. The Annapolis, Md., native holds a bachelor's degree from Morgan State University and a master's degree from the University of North Texas.
