The Broken Federal Personnel System in 7 Charts
Government employees are deeply frustrated with a personnel system that makes it too hard to hire skilled workers and fire poor performers.
Anyone who follows federal programs knows how critical it is that agencies be able to attract and hire highly skilled workers. But they also need to be able to fire those who don’t measure up. We asked Government Business Council, the research arm of Government Executive Media Group, to survey federal employees to gauge how well agencies are doing on both counts and assess attitudes about such things as veterans’ preference, the USAJobs website and the reasons bad employees don’t always get canned.
