IRS Veteran Takes Management Post at White House Budget Office
Former OMB management chief Beth Cobert’s assignment to the embattled Office of Personnel Management opened the way for David Mader’s rise.
David Mader, after a year as U.S. controller, is moving over to be acting deputy director of management at the Office of Management and Budget, replacing Beth Cobert following her move to lead the Office of Personnel Management after Katherine Archuleta, the embattled former OPM director, submitted her resignation Friday morning.
Mader, whose appointment was reported by Federal News Radio, is a 32-year veteran of the Internal Revenue Service who at the White House had been focused on such issues as improving agency risk management.
He joined the Obama administration in 2014 from a slot as senior vice president at Booz Allen Hamilton, where he specialized in organizational transformation and strategy, serving clients working with the Treasury Department, OMB, Freddie Mac, Fannie Mae, the Office of Personnel Management, the General Services Administration and the Government Accountability Office.
His IRS positions going back to 1971 included acting deputy commissioner, acting deputy commissioner for modernization and CIO, assistant deputy commissioner, and chief for management and finance.
In 2012, he co-wrote an essay for Government Executive promoting shared services as a way for agencies to save money.
