The 75 days or so between a presidential election and inauguration that mark the transition period are a stressful time for the incoming and outgoing presidential administrations, but the federal managers tasked with doing the business of government also have to get ready to pivot during this time. There is plenty of work to do for career officials during this time, too.
Sallyanne Harper is a founding member and Past President of the Association for Federal Enterprise Risk Management and a National Academy of Public Administration fellow. She previously served as Chief Financial Officer and Chief Administrative Officer for the U.S. Government Accountability Office for ten years, including through the Bush-Obama transition. She also served as Chief Financial Officer Environmental Protection Agency for twelve years.
