As President Obama prepared to outline his plan of action for confronting the Islamic State in Iraq and Syria, he was at a crossroads. One path: the cautious, measured approach that has been the hallmark of his administration. The other: the scorched-earth, shock-and-awe, Quentin Tarantino-style bloodbath of administrations past.
