On the final day of the legislative session, the Senate confirmed Dr. Jane Henney as commissioner of the Food and Drug Administration. Henney replaces acting commissioner Dr. Michael Friedman.

Kenneth Prewitt received Senate approval as Census Director after Republicans promised to fight efforts to use statistical sampling in the 2000 census. Prewitt is head of the New York-based Social Science Research Council.

The Senate also confirmed several other key officials in the last days of the 105th Congress, including Nikki Tinsley as inspector general of the Environmental Protection Agency; Romulo Diaz as EPA assistant administrator for administration and resources management; J. Charles Fox as EPA assistant administrator for water; Norine Noonan as EPA assistant administrator for research and development; Robert Perciasepe as EPA assistant administrator for air and radiation; Charles Groat as director of the U.S. Geological Survey; Greta Joy Dicus as a commissioner on the Nuclear Regulatory Commission; Jeff Merrifield as an NRC commissioner; David Michaels as assistant secretary for environment, safety and health at the Energy Department; Gregory Friedman as DOE's inspector general; and Eljay Bowron as inspector general of the Interior Department.

Lynnette Johnson Williams has been appointed deputy assistant secretary for public affairs, policy and strategy at the Health and Human Services Department. Williams was a public affairs executive at public relations firm Powell Tate. Williams takes over in public affairs for Laurie Boeder, who is now deputy assistant secretary for media at the department.

The Greater Boston Federal Executive Board has named Kimberly E. Ainsworth as executive director for the regional body. An Environmental Protection Agency employee, Ainsworth has served as the board's associate director for two years. Ainsworth also completed a two year appointment as a Presidential Management Intern last month.

Retired Comptroller General Charles A. Bowsher has been picked to head the Business Executives for National Security's Tail-to-Tooth Commission. The commission promotes privatization of Defense Department support activities.

Dr. Suzette M. Kimball will be the new regional chief biologist of the U.S. Geological Survey's eastern region biological resources division. Kimball is currently the associate regional director of science and natural resources stewardship for the National Park Service in Atlanta. She will replace acting chief biologist Dr. Gregory Smith at USGS.

Next week Frank G. Atwater will take office as national president of the National Association of Retired Federal Employees. A 42-year veteran of civilian and military service, Atwater has been the association's treasurer since 1995. Atwater succeeds Charles R. Jackson, whose second 2-year term expires at the end of October.

Patent and Trademark Office Commissioner Bruce A. Lehman has announced he will leave PTO by the end of the year. Lehman has headed the Commerce Department agency since 1993. He plans to set up a nonprofit intellectual property institute.

David A. Lipton, undersecretary for international affairs at the Treasury Department, is leaving for the Carnegie Endowment for International Peace.

The Environmental Protection Agency's Lynn R. Goldman is taking a break from public service to be with her family. She has been assistant administrator for prevention, pesticides and toxic substances since 1993.

The Federal Communications Commission is losing assistant legislative director Brian Browdie to New York public relations firm Robinson, Lerer & Montgomery. Browdie will be a vice president at the firm.
