Jerold R. Mande has been named deputy assistant secretary of labor for occupational safety and health. Mande will work with Assistant Secretary Charles N. Jeffress in policy making, oversight and management of the agency.
President Clinton has named Dr. Cheryl L. Shavers as under secretary for technology at the Commerce Department. Shavers, of Santa Clara, Calif., is currently a senior manager heading the microprocessor products sector of Intel Corporation.
Gary S. Guzy has been nominated by President Clinton to serve as general counsel at the Environmental Protection Agency. Guzy has been counselor to EPA administrator Carol Browner since 1995.
President Clinton will nominate Richard Barnes to serve as director of the Federal Mediation and Conciliation Service. Barnes has served as deputy director of the service since 1996.
David Williams will serve as inspector general for tax administration at the Treasury Department. From 1996 to 1998, Williams served as the inspector general of the Social Security Administration.
Elaine Guiney has been appointed to head the Small Business Administration's Massachusetts district office. Guiney will manage the agency's financial assistance, business development and counseling programs in Massachusetts.
Vickie Nadolski has been named National Weather Service director for the Western Region Headquarters in Salt Lake City, Utah. Louis Uccellini will serve as director for the National Centers for Environmental Prediction in Camp Springs, Md.

Lorraine Lewis will leave her position as general counsel at the Office of Personnel Management to become the inspector general of the Education Department. Lewis had served at OPM since 1993.
Defense Commissary Agency Director Richard Beale has announced his retirement. Beale became the agency's first civilian director on October 1, 1996.
